[b]All bail runners are required to be licensed (S.C. Stat 38-53-80), can have no criminal record for the past ten years, must be a resident of the state, be over 18 (38-53-90), must take a 20 hour class and pass an examination (S.C. Stat. 38-53-80) and can only work for one bond agent who will supervise and be responsible for their conduct (38-53-120).

Bond agents must supply to clerk of court in the county where they operate a list of their runners. (38-53-120).

    Question 20 hour course

    Dear Sir,

I was wondering if you may know how or where to apply to take the 20 hour course to apply as a Bounty Hunter in SC? Thank you.

    Respectfully,

    Mark,

Did you find the answer to your question? If not, contact the licensing department for your state and ask them to send you the information. They should have a list of locations where the approved course(s) are being offered.

Re: SOUTH CAROLINA LAW: Recovery Agent

    From Internet Resource:
Bounty Hunting in South Carolina is governed by the Department of Insurance where Fugitive Recovery Agents are known as “Runners.” Licensing is required in the state as is a deep understanding of local laws and regulations pertaining to the bail bond industry. It is important to gain relevant experience and complete training and education in a highly successful manner as Bail Enforcement Agents in the state may only work for one bail bond company, which must take responsibility for their actions and endorse their application for licensure. Building a strong relationship with a bail bond agency is important in South Carolina and a great deal of expertise in skip tracing and local laws must be displayed.

How to Become a Bounty Hunter in South Carolina

Bounty Hunting can be a profitable profession in South Carolina with the proper training and education as there are many bail bond agencies that hire individual Runners to skip trace fugitives. Before applying for a license, however, it is necessary to complete at least twenty hours of education “in subjects pertinent to the duties and responsibilities of a professional and surety bondsman or runner, including all laws and regulations related to being a professional or surety bondsman or runner,” and then pass an examination pertinent to the laws, regulations, and duties of a Runner in the state. This education must be approved by the Department of Insurance and can be designed by the South Carolina Bail Agent’s Association, also a great resource in finding training and work in the Bail Enforcement business. Then, one must find a company willing to endorse their application for licensure.

South Carolina Bounty Hunter Licenses and Requirements

Licensing is required for Bounty Hunters in South Carolina. Applications costs $200, but there are a number of requirements that must be met before one can apply for a license. Aside from the aforementioned education, an applicant must be at least 18 years old, a resident of South Carolina, of “good moral character” and not convicted of a felony or a “crime involving moral turpitude” in the last ten years, and have “knowledge, training, or experience of sufficient duration and extent to satisfy reasonably the director or his designee that he possesses the competence necessary to fulfill the responsibilities of a licensee.” Furthermore, Runners, or Fugitive Recovery Agents, must also be employed by only one bond company, who must endorse their application. Therefore, it is essential to prove your expertise as a Bounty hunter through successful training, education, and any prior experience dealing in fugitive recovery or law enforcement.
