    Rebecca,
What a tragic story, I feel bad for Desi (the P.I.) as well. I goes to show, as a investigator you may be hired for one thing and then find yourself in the midst of something else. I hope that speaking out will help her find some peace in what has happened.

As an investigator, what are our limitations? Desi want to contact, social services etc., but the boys mother refused. I would like to know legally where we stand as investigators?

The PI did report it to social services. See this link:

A PI should always have a client sign a contract whenever they are hired to locate someone, or follow them. The contract can include items of reporting to law enforcement if the PI becomes aware of a threat.

There was a case in Los Angeles years ago when someone hired a PI to locate the private address of a television actress. She was murdered on her doorstep, and the aftermath changed the PI laws in many states.
