Note: The following ordinances were adopted by individual municipalities across
the state of Colorado in response to particular problems
in their communities or concerns of their populace.

In 2003, the state legislature and the governor deemed that the power to address gun violence in Colorado through laws SHALL NOT be in the domain of the affected communities,
rather it should rest only in the hands of the state. By this legislation (SB03-25),
all of the ordinances on this list have been declared unenforceable.

The city of Denver has sued the state of Colorado over this preemption. Judgement is pending.

Arvada

1. Unlawful to discharge firearms, except in shooting galleries or ranges.

Colorado Springs

2. Unlawful to carry concealed firearm on person or in motor vehicle.

3. Unlawful to possess a firearm within an establishment selling alcohol.

4. Unlawful to display firearm on their person. Unlawful to draw firearm in the presence of another person.

5. Unlawful to discharge firearm except at shooting galleries or within official military parades or ceremonies (using blanks), or for "educational or entertainment benefit of the public" (using blanks).

6. Unlawful to furnish firearm to a minor, intoxicated person, or person "in a condition of agitation or excitement."

7. Peace officers exempt.

8. Unlawful to possess a firearm within a city park (police, ceremonies and parades exempt).

9. Unlawful to discharge a firearm within a city park (police, ceremonies and parades exempt).



Denver

1. Must have license to operate business where firearms discharged.

2. License to operate private emergency vehicle does not authorize carrying firearms.

3. Parent or guardian must remove firearm from minor's possession or control.

4. Parent or guardian must notify police if firearm cannot be removed safely from minor.

5. Chief of police authorized to issue concealed weapons permits.

6. Rules and regulations must include background check, determination of need and determination of proficiency.

7. Applicants must sign agreement indemnifying city from loss or damage.

8. Permits good for one year with fees to be determined by chief of police.

9. Unlawful to carry concealed weapons (on-duty police officers exempt)

21. Escort vehicle license does not authorize the operator to carry a firearm.



Englewood

1. Unlawful to carry concealed firearm, unless (AD): on own property, has obtained a permit, is carrying in motor vehicle for protection, or is a peace officer.

2. Illegal to aim firearm at another person.

3. Illegal to discharge firearm "recklessly" or with criminal negligence.

4. Illegal to possess a firearm while intoxicated.

5. Illegal to fire air gun except in shooting galleries or on private grounds.

6. Violation of this chapter will require forfeiture of firearm

7. Unlawful for dealer to display any firearm with a barrel less than 12 inches in length in windows facing the street.

8. Dealers shall keep records of firearms sales, including identifying and vital information.

9. Unlawful to sell or furnish firearm to intoxicated persons, minors, or anyone "in a condition of agitation or excitability"

10. $100 per year licensing fee for shooting galleries.

11. Corrective action for city employees possessing unauthorized firearms while on duty.

12. Director of Safety Services authorized to issue concealed weapons permit to police division personnel or others upon discretion.



Fort Collins

1. Chief of Police authorized to issue concealed weapons permits.

2. Rules and regulations must include background check, determination of need and determination or proficiency.

3. Applicants must sign agreement indemnifying city from loss, damage, or judgment.

4. Concealed weapons permits valid for one year ($100, $60 renewal) and subject to revocation.

5. No discharge of firearms unless (AD): at a firing range as a part of a class or by on-duty law enforcement.

6. Unlawful to "intentionally, knowingly or recklessly" publicly display a firearm "in a manner calculated to alarm" (unless peace officer)



Grand Junction

1. Unlawful to fire any firearm, including BB or pellet gun within the city limits, unless (AD):

-- on-duty law enforcement

-- as a part of an authorized class at a shooting range

-- permission is granted by the chief of police

2. Firearm will be confiscated upon any violation of this section.



Greeley

1. Firearm not included in "illegal weapon" definition and no other regulations.



Lafayette

1. Unlawful to carry any firearm at any public meeting of an agency or government body.

2. Law enforcement officers authorized to carry or use a "deadly weapon" as necessary

3. Unlawful for parent or guardian to allow a minor to discharge any firearm.

4. Generally unlawful for anyone to discharge a firearm, unless on-duty police officers, or (AD):

-- "individuals in the justifiable protection of persons or property"

5. Generally unlawful to carry, use or wear a firearm, unless (AD):

-- in a private vehicle for purposes of protection

-- in own residence or place of business

-- issued a permit

-- "in aid of civil power when legally summoned thereto"

-- used for hunting

-- transporting for sale or display and unloaded

-- member of the armed forces and on duty

-- moving personal property, including the firearm, between residences

6. Chief of police has authorization to issue concealed weapons permits under certain circumstances (police officer, need, fitness, lack of criminal history).

8. Chief of police may exempt individuals participating in city sanctioned events involving the use of firearms.

Lakewood

1. Unlawful to knowingly carry concealed weapon, unless (affirmative defenses):

-- in own residence or place of business

-- in private automobile and carrying it for protection

-- issued a valid written permit

-- is an authorized peace officer

2. Unlawful to discharge a firearm, unless peace officer or member of armed forces, or (AD)

-- at a shooting range or gallery

-- in lawful defense of person or property "when the use of deadly physical force is allowed"

3. Unlawful to "display, brandish or flourish" in a "manner calculated to cause alarm" or point a firearm at another person, unless

-- on-duty peace officers or members of armed forces.



Littleton

1. Unlawful to wear concealed weapon or display weapon in a threatening manner, unless on-duty law enforcement officer.

2. Unlawful to discharge any firearm, unless (AD):

-- the person is an on-duty law enforcement officer

-- in a shooting gallery or private residence

3. Unlawful to display any firearm with a barrel less than 12 inches long in a show window or window facing the street.

4. Unlawful to sell or furnish any firearm to a minor, intoxicated person, or "person in a condition of agitation and excitability"

5. Firearms dealers required to keep records of every sale, including descriptions of the buyer and the weapon, as well as the person making the sale.

6. Violation of this chapter requires forfeiture of the weapon(s) in question.

7. Shooting galleries shall be sufficiently enclosed as to prevent projectiles from escaping, and no firearm shall be used of a size to endanger others, frighten animals or cause annoyance to neighbors.



Longmont

1. Unlawful to carry concealed firearm on person or within reach in a vehicle, unless (AD):

-- in the person's own residence or place of business or under their control

-- in a private automobile and used for protection while traveling

-- has a valid concealed weapons permit

-- peace officer

2. Unlawful to discharge firearm except at a designated fire range or with permission of the property owner (and the projectile did not leave the building).

-- affirmative defense that defending persons or property

3. Unlawful to point a firearm in the direction of another person or display or flourish in a way intended to cause alarm

4. Unlawful to knowingly set a spring gun.

5. Police officers and members of armed forces exempt.

6. Unlawful to possess a firearm while intoxicated

-- peace officer or concealed weapons permit are not defenses



Loveland

1. Chief of police has authority to issue concealed weapons permits, valid for one year and renewable.

2. Nonrefundable fee for such permit is $75, $50 for renewal

3. Chief of police shall promulgate rules for issuance of concealed weapons permits.

4. On-duty law enforcement officer exempt

5. Unlawful to discharge a firearm, unless a law enforcement officer, or (AD):

-- person was "reasonably exercising the use of physical force in defense of person, property, or premises"



Northglenn

1. Gas guns prohibited.

2. Air guns and firearms considered "dangerous or deadly weapons".

3. Unlawful to flourish or display firearms in a manner intended to alarm another person.

4. Unlawful to sell or furnish firearm to minor, intoxicated person, or "any person in a condition of agitation and excitability."

5. Unlawful to discharge firearm, unless:

-- on-duty police officers or members of armed forces

-- discharging to defend self from deadly force

-- in shooting gallery or shooting range

-- otherwise provided by state statute

-- during authorized class at school or university

-- on private property, with permission, discharged so that no one is endangered

6. Unlawful to carry concealed firearm, loaded or unloaded, regardless of intent, except:

Pueblo

1. Firearm defined as "dangerous or deadly weapon"

2. Unlawful to carry a concealed firearm, unless (AD):

-- on own property or property under own control

-- in an automobile and kept for protection while traveling

--issued a written permit by the Chief of Police, mayor, or sheriff

-- law enforcement or other authorized government officer

3. Chief of Police has authority to issue concealed weapons permits, good for one year, and may cancel or revoke at any time for any reason.

4. Required posting of warning in all places where air guns are sold or rented.

5. Air gun dealers required to keep records of every transaction with vital information regarding purchasers.

6. Unlawful to provide an air gun to a minor, unless parent, guardian or instruction.

7. Unlawful for minor to carry an air gun in public unless unloaded and accompanied by a parent, guardian, or instructor.

8. Unlawful to discharge air gun except in shooting galleries or private property.



Thornton

1. Possession of a firearm by city employee while on duty or on city property is grounds for disciplinary action, unless employee is a police officer or otherwise authorized.

2. Unlawful to conceal firearm, whether loaded or unloaded.

3. Chief of Police is authorized to issue concealed weapons permits, valid for one year, and upon payment of application fee.

4. Unlawful for any juvenile or adult to possess any firearm or have one within immediate reach.

5. Unlawful for a parent to knowingly allow a juvenile to possess a firearm, unless under their immediate and continuous supervision.

6. Unlawful to "display or flourish" a firearm with the intent to alarm another person.

7. Unlawful to supply a firearm to a juvenile or intoxicated person.

8. Unlawful to possess a firearm while intoxicated, regardless of possession of a permit.

9. Affirmative defenses to possession of a firearm:

-- in a private automobile and transporting firearm for use at lawful recreational or educational activity

-- employee in control of a business acts within the scope of job duties

-- contracted security personnel

-- in a private automobile and under direct and immediate threat of harm

10. Exceptions to unlawful acts with a firearm:

-- on own property or property under own control

-- uniformed courier with authorization to carry a firearm in the course of duty

-- mobile guard when in uniform and acting in security capacity

-- possession of a written permit issued by the Chief of Police

11. Unlawful to knowingly or recklessly discharge a firearm, unless:

Westminster

-- in private automobile carrying firearm for protection while traveling

4. Unlawful for a juvenile to possess a firearm, unless in the company of a parent or legal guardian, or (AD):

Wheat Ridge

1. Pawnbrokers required to clear all firearms through the police department prior to sale, other than those recently manufactured and never used.

2. Unlawful to carry a concealed weapon, unless

-- in own residence or place of business

-- in private automobile and carrying it for protection "or for any other legal purpose"

-- peace officers or members of armed forces

-- possession a valid concealed weapons permit

3. Unlawful to discharge a firearm, unless police officer, member of the armed forces, fired in lawful defense, or in a shooting gallery or shooting range.

4. Unlawful to display, "brandish or flourish" a firearm in public with the intent to cause alarm.
