Private Messaging and Personal Profile

I seem to be having some difficulty in accessing certain areas and it does not make sense to me. I am a level 4 member. I would like to private message anothe member but when I click on thier name and pull down the menu, select PM I get a window that says I am not authorized to do this.

Also...when I go to the quick links pull down menu and click on my Profile it also tells me that I do not have authorization to access it. Someone help please.

To access your Personal Profile, go to the top of any forum page and click on the item titled UserCP.
