This sounds like you are using a phone dialup Internet connection instead of a DSL Internet line.
Dial-up connections are set to disconnect you after 15 minutes (or so) of static use, such as reading or writing.

b) Start up OUTLOOK EXPRESS (which is the Windows Email button located on the bottom left side of your task bar.

Summary: When you are browsing the Internet in your web browser, you can be running your OUTLOOK EXPRESS at the same time with no interference when it checks for email. That way there will be "activity" on your computer connection every 5 minutes, even though you are really not expecting any new mail. You should stay connected. :)
LONG TERM: Get a DSL line, which averages $39-$49 a month PLUS ALLOWS you to not have to pay for a second phone line (which can cost $20/month). The DSL line piggybacks on top of your current home phone line at the same time you are talking. :)
