Is It possible to be licensed in a state that you are not a legal residence in. Or do you have to be a resident of that state to take the tests. Also can you hold licenses in different states at the same time? (For those states requiring Licenses)

You can hold multiple licenses for different states.
Some states allow you to bypass the test if you already have another state license.
Residency is not an issue in most cases.
